Big school spending doesn’t make good students: Report
Does more money spent on schools mean higher grades for students? Not according to data released by the city’s Department of Education (DOE). The recent report shows that students from schools that spend less money on classroom services perform better on standardized tests in reading and math than those attending schools where money allocation to classroom services were high. A comparison of DOE’s newly released school-based expenditure reports and test scores shows that in the past five years, the bottom 10 schools with the lowest performance on math and reading scores spent on average over $1,000 more per pupil than the top 10 schools. Data from the 2003-2004 school year shows that the 10 schools with the best reading scores spent on average $11,699 per pupil, compared to $13,288 per pupil spent by the bottom 10 schools. At Public School 188 in Flushing, Queens, 96 percent of students there read at or above grade level last year. Yet the school spent only $9,664 per pupil on reading, compared to $14,080 per pupil at Middle School 399 in the Bronx, where just 5.6 percent of students were reading at grade level. The disproportion between education expenditure and student performance has sparked much discussion among educators and analysts. According to an independent study, the city’s education spending has increased by 23 percent in the last 15 years. With $5.6 billion more state funding coming into city schools every year, many people are asking whether generous funding is the proper means to lift students’ grades. Ian-Xia Chow, vice president of District 26 Community Education Council, points out that DOE consistently allocates more spending to the Bronx and Brooklyn than to Queens, and that schools in Districts 25 and 26 (now part of Region 3 in Queens), where there’s a large Chinese-American population, have received relatively modest funding to improve reading and math scores in the recent years. Chow says that all districts should receive the same funding regardless of performance, and that DOE should evaluate school performance each year to determine future funding. District 25 Community Education Council’s Bao-Ling Chu says that rather than spending money on the students, some should be allocated on improving teachers’ skills. She thinks that the positive influence a good teacher can bring far outweighs additional money for classrooms.
